Financial regulations ethics and norms because of selfish reasons. The federal government noted the urgent need to transparency in government procedure so as to be able to move the system forward. Hence, the federal government in 2000 commissioned the world bank to collaborate with some private sector specialist to study financial systems and general procurement related activities in the country. The essence of this request to the world bank is to assist Nigerian government with a process of enthroning efficiency, accountability, integrity and transparency in government procurement and financial management system. It was based on this that the country procurement assessment report was produced through a participatory review approach from key stakeholders including representative from private and the federal, state and local government with assistance from international and national consultants.
LITERATURE REVIEW This chapter is designed to look in to accomplished works of various authors on the subject matter “impact of public procurement Act on the Accountability of procurement officers in the public sector” given a special reference to conceptual clarification, due process and procurement in the Nigerian public sector, bureau of public procurement (BPP) on public procurement act 2007 as it affect constructors and consultants, code of conduct for public officers involved with procurement, procedures and documentation pre-requisite for the issuance of a certificate of “no objection” to MDAS. By bureau of public procurement (BPP) and complaints procedure under the public procurement. For the interest of the readers, the researcher gather most of the fact from different textbooks, journal and publications. How ever names of the authors, title of the books and pages were quoted, where extracted will be given for reference.
DATA PRESENTATION This chapter deals with the analysis of data as related to the research question. The chapter equally confirmed an attempt in explaining the collected data and their attendant frequencies from the inception of this project work.
Presentation of Result The presentation below shows the reaction of respondents to each question in tabular form, here the researcher administered 30 questionnaires but only 27 was filled and returned which present the sample size. Research Question 1: How do procurement act provide fair opportunity to suppliers in the competitive market environment. In variable 2, with an analysis result of 2.5 equal to the cut-off point of 2.5, the respondent agreed that procurement act is aimed at reducing business as usual syndrome in the organization. In variable 3, the result confirm that the mean score of 3.2 which is accepted, that is the respondent agreed that procure act harmonize the process of acquiring material to the organization.
