The Nigerian Federal Civil Service and Recruitment Policy Implementation

Abstract

This study appraises the federal civil service of Nigeria and the extent of implementation of recruitment policies. When colonial rule ended in Nigeria, the need to recruit Nigerians to manage the civil service became imperative. The Parliamentary Select Committee of 1865 had recommended among other things, that Britain should train the natives in her colonies for self-government. The Committee also suggested that Britain should encourage young educated Nigerians to be recruited to top positions in the civil service. This was with the view to disengaging from her West African colonies in their nearest future. However, British economic interest in West Africa was a constraint that made the policy of gradual withdrawal to be ineffective (Olusanya, 1975:1).
