INTRODUCTION
To say that Nigerian educational sector needs total overhauling is saying the obvious; this is as a result of several challenges facing that facet of the nation’s economy. One of the problems that have besotted the sector for several years is the disparity between the Higher National Diploma (HND) and degree holders. Undoubtedly, both certificates have their peculiar functionalities towards the development of the economy.    While the former tilted towards technical knowledge acquisition, the latter is about administrativeknowledge.
